Select Board approves budget presentations; litigation session closed to public

Rutland Select Board and Finance Committee jointly reviewed FY2027 departmental budgets, with presentations from Inspectional Services, the Town Clerk, and Council on Aging. Building Inspector Harold Leaming requested permit-fee revolving-fund consideration; Assistant Town Clerk Ben Barakian outlined a significant Elections budget increase for three anticipated FY2027 elections plus annual document preservation. Town Administrator Heather Butler presented administration and Cable Television budgets, noting equipment repair costs that may require Free Cash allocation and a Library Board request for $12,000 annual Cable Department rent.

Both boards acknowledged the value of an unfunded Human Resources position but determined no current budget room exists to restore it. The board began with a closed executive session to discuss litigation strategy in the case Lisa Faford v. Town of Rutland.
