Bylaw Committee approves prior minutes, discusses earthworks and finance bylaws.

RUTLAND — The Rutland Bylaw Committee approved prior minutes and advanced work on two bylaws. Chair Barbara Ruchala reported Town Report updates and proposed adding stormwater work to the annual report due to meeting frequency and volume. Member Mike Pantos moved to send the Select Board a letter requesting clarification on Earthworks Board membership and proposed bylaw edits, with justifications to be included.

The committee also discussed Finance Committee bylaw feedback from the Town Administrator, focusing on whether the Finance Committee is purely advisory and how citizen petitions and warrant article recommendations interact with town charter provisions. The next meeting is scheduled for February 19, 2026.
