Planning Board addresses flood insurance compliance gap, stone wall dispute.

Rutland Planning Board learned the town missed a July 2025 deadline to adopt a flood plain bylaw required by the National Flood Insurance Program. Town Administrator Heather Butler reported via Zoom that the compliance failure leaves nearly $1.2 million worth of properties ineligible for federally-backed flood insurance; Butler recommended the Select Board reassign the process to the Conservation Commission instead. The Board unanimously voted to demand that Brintnal Drive property owner Mr.
Blair install bounds and provide a licensed surveyor's plan confirming a disputed stone wall location outside the right-of-way, citing his lack of prior supporting documentation. The Board also unanimously approved up to $800 from its revolving fund for two metal plan holders for the Planning Office.
