Rutland Planning Board rushes to vet a floodplain bylaw before a November town meeting. Chairman Norman Anderson said the Select Board referred the Floodplain Overlay District bylaw directly to his board, bypassing the usual Bylaw Subcommittee review, with a hearing set for September 22 and warrant articles due September 28 ahead of a November 19 special town meeting. The bylaw concerns a private dam at Thayer Pond, now under Massachusetts Water Resources Authority authority, and would restore insurance protection for three homeowners after a similar bylaw was rejected by the state last year.
"I personally am not rubber stamping anything," Anderson said. The board also approved asphalt curbing and a two-trees-per-lot landscaping standard for the Brice-Lemon subdivision, approved its August 11 minutes 2-0-1, and said the Rutland Free Library has denied it meeting space even as other town boards use the building.
