Bylaw Committee discusses process for citizen requests, Earthworks revisions.

Rutland Bylaw Committee approves prior minutes and advances new process for bylaw requests. Chair Barbara Ruchala and members Kumara Govardhan and Lionel Carbonneau discussed whether to accept anonymous submissions for bylaw changes, noting procedural complications when requesters cannot be reached during the lengthy approval process. The committee reviewed four proposed modifications to the Earthworks Board bylaw, including removal of the Board of Health member and replacement of the at-large member with a Select Board representative.

Work on the Finance Committee bylaw will resume after release of a draft charter and Town Administrator review.
