RUTLAND — Planning Board revisits Town Planner position amid budget deficit concerns. Town Administrator Heather Butler told the Board that the FY2027 budget cannot support a full 40-hour week, capping the position at 32 hours; Alexander Maus cautioned against hiring now only to cut the role to 12 hours if a planned override fails. The Board received an Open Meeting Law complaint from Jennifer Leger alleging that Norm Anderson and Tim Nahrwold improperly discussed the Planner topic at the February 10th meeting despite it not being agendized; the Board agreed to undertake additional training and directed staff to file a written response.
In a related surety matter, the Board tabled its review of the tri-party agreement for Phase IV of Brice Estates to allow additional time, directing Administrative Assistant Tomeca Murphy to coordinate between Town Counsel and the developer's attorney. The Board unanimously voted to have Quinn Engineering determine whether a disputed stone wall on Brintnal Drive lies within the town right of way, a key question in enforcing the scenic road bylaw.
