RUTLAND — Finance Committee reviews FY27 budget after Select Board approval. The committee learned that $830,000 in Free Cash will balance the "cut" budget, with $360,000 for unemployment expenses to come from the General Stabilization Fund subject to Town Meeting vote. The final ballot override amounts are $3 million for FY27, $1.1 million for FY28, and $1 million for FY29.
Committee members expressed frustration at being excluded from capital-request discussions and voiced concerns about proposed Charter amendments, which Town Counsel has recommended be addressed at a separate Special Town Meeting rather than at the close of Annual Town Meeting.
