Rutland charter panel sets 50-voter quorum floor

Rutland Charter Committee agrees to raise the quorum floor to 50 voters and move the fall town meeting earlier. Meeting with attorneys Lauren and Roger of KP Law, the eight-member committee, chaired by Chris, worked article by article through a revised town charter and reached unanimous consensus to embed a 50-voter minimum quorum for the annual spring town meeting, letting a bylaw raise but not lower it. Town Administrator Heather told members the state Department of Revenue and Division of Local Services have "pushback" on towns holding fall town meetings in late November because it delays tax rate certification, prompting the committee to let the select board schedule the fall meeting anytime from September through December instead of a fixed November date.
The committee also confirmed member Richard Lopez's resignation, leaving eight members, and approved Article 3 language keeping a five-member, staggered three-year select board and letting the board delegate bargaining talks to the town administrator while retaining sign-off authority.
