Rutland's Conservation Commission delayed a certificate of compliance vote for the Dunkin' Donuts expansion at 255 Main Street, opting for a site visit first. Chair Jared Gentilucci and member David Klinch reviewed engineering documents showing graded slopes come within about 10 feet of a protected wetland; Klinch said "what we don't have with the RCOC is photos depicting that the area is actually stable." Members scheduled an informal walkthrough for Saturday morning before the board's planned Pleasantdale site visit. The commission also began researching an invasive species bylaw targeted for spring 2027, with member Mary Hunt asking "what's the point of having it be a bylaw" if enforcement stays light.
The board voted 4-0 to approve its October 6 minutes and 4-0 to adjourn at 6:50 p.m., and canceled its November 3 meeting because of Election Day, moving the next session to November 17.
