Rutland's Finance Committee recommended favorable action on five special town meeting articles and tabled the ambulance reserve fund. Members backed Articles 1, 2, 5, 6 and 7 for the Nov. 19 warrant by voice vote but held Article 3 after members questioned the word "shall" in the statutory language and asked about town counsel's view. A town staff member told the committee the structural deficit is "approximately $600,000" and will grow with inflation, with modeling at 3 percent for town services and 6 percent for schools.

Members also heard the Select Board's proposed $22 per square foot monthly rent for the dispatch center, replacing a $30,000 annual journal entry. Article 8, on streetlights, was held over at adjournment.
