RUTLAND — Board of Health approves smoking policy revision, defers multiple governance matters. Chairman Scott Gilroy moved approval of a revised smoking policy for municipal buildings, which passed unanimously; the board also signed all 2026 refuse hauler licenses without recorded opposition. Health Agent Richard Stevens reported that an applicant for composting operations at 96 Intervale Road has filed with the Massachusetts Department of Environmental Protection, though the board has had no formal discussion with the applicant and questions whether a site assignment from the Board of Health is required.
The board deferred review of the fee schedule until its next meeting pending comparison with other municipalities, postponed review of job descriptions for the Health Agent and Administrative Assistant, and left unresolved whether the Department of Conservation and Resources will assume monitoring responsibility for the Charnock Hill Landfill.
